Abstract

Food price stability is a key factor in maintaining regional food security and controlling inflation. Sukabumi Regency faces significant challenges in stabilizing staple food prices due to the limited coverage of conventional market operations, dependence on government funding, and the complexity of food distribution across its extensive geographical area. In response to these challenges, the Sukabumi Regency Government introduced SABUMI (Sabilulungan untuk Harga Stabil Kabupaten Sukabumi) as a collaborative public service innovation designed to improve the effectiveness of regional food price stabilization. This study aims to analyze the implementation of SABUMI as a public service innovation in supporting regional inflation control. A qualitative case study approach was employed, with data collected through document analysis, observation, and a review of official innovation documents. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings indicate that SABUMI introduces several innovative features, including a mobile service approach, an accessible community-based service request mechanism, and a blended financing scheme involving local government, BULOG, village-owned enterprises (BUMDes), private distributors, and local communities. The implementation of SABUMI has strengthened stakeholder collaboration in improving food affordability, ensuring food availability, and enhancing distribution efficiency, thereby contributing to the stability of the Regional Price Development Index (Indeks Perkembangan Harga/IPH) in Sukabumi Regency. From the perspectives of Diffusion of Innovation and Collaborative Governance, SABUMI demonstrates the characteristics of an adaptive, practical, and observable innovation that effectively addresses local challenges in food price stabilization. This study concludes that SABUMI represents a best practice in public service innovation and offers a replicable model for strengthening regional inflation control and food security in other regions with similar socio-economic and geographical characteristics.
