INOVASI MANAJEMEN PENDIDIKAN INKLUSIF: SYSTEMATIC LITERATURE REVIEW TERHADAP STRATEGI PENGELOLAAN LAYANAN PESERTA DIDIK BERKEBUTUHAN KHUSUS PERIODE 2015-2024

Inclusive education requires a shift from mere access expansion toward a more responsive service management for students with special needs. This study aims to identify research trends, innovative strategies, and the relevance of global findings to inclusive education management in Indonesia. The research employed a Systematic Literature Review (SLR) using the PRISMA 2020 protocol. Literature was retrieved from Google Scholar, Scopus, ERIC, and Garuda for publications issued between 2015 and 2024. After identification, screening, eligibility assessment, and inclusion, 23 articles were analyzed thematically. The findings show that dominant themes include human resource management, system and policy management, multi- stakeholder collaboration, adaptive curriculum, assistive technology, and service quality evaluation. The most prominent strategies are reflective teacher training, data-based digital Individual Education Programs (IEPs), cross-stakeholder partnerships, and the integration of assistive technology in learning. In Indonesia, these global practices are not yet implemented optimally due to coordination problems, limited special education teachers, and administrative evaluation practices. The study confirms that inclusive education transformation requires stronger governance, teacher capacity building, and collaborative, needs-based service systems.References
